UPSC Civil Services Exam is not just an examination, it is a whole journey to the final success of becoming a civil servant. The UPSC Civil Service examination has three distinct components: Prelims Examination, Mains Examination, and Personality Test(popularly called Interview) Stage. Therefore in the UPSC Preparation, it is important to have a clear strategy, well rounded preparation guidance and a structured approach for each stage of the examination.

In our previous blogs, we have discussed how to prepare for the UPSC Mains Examination and score high marks, as the overall Merit is decided under the four GS Papers, the Essay paper and Optional Papers. 

However, there are two important Mandatory but Qualifying Papers for Language which every Civil Service aspirant writing the Mains exam has to qualify for UPSC to consider their marks in GS Papers, Essay and Optionals. Hence, while qualifying in nature, these UPSC Language Papers hold immense significance for the overall UPSC Civil Service examination.

UPSC Mains Language Paper Overview

The official notification of the Civil Service Examination contains detailed information regarding the standard of the language paper, the relevance of the paper to the overall selection process and who are exempted from taking the examination for these qualifying papers. Based on the notification of UPSC CSE 2025, the language paper could be described as follows:

  • Paper-A (One of the Indian Languages to be selected by the candidate from the Languages included in the Eighth Schedule to the Constitution). 300 Marks 
  • Paper-B English 300 Marks

The UPSC provides additional information about these papers as follows:

(i) Standard of the Language Paper: The papers on Indian languages and English (Paper A and Paper B) will be of Matriculation or equivalent standard. The marks obtained in these papers will not be counted for ranking.

(ii) Relevance of Language Paper: UPSC will evaluate the papers, namely, 'Essay', 'General Studies' and Optional Subject of all the candidates simultaneously, along with evaluation of their qualifying papers on 'Indian Languages' and 'English'. However, UPSC shall take cognisance of these papers of only candidates who attain 25% marks in 'Indian Language' and 25% in English as minimum qualifying standards in these qualifying papers.

(iii) Exemptions from the Paper:

  • The paper A on Indian Language will not be compulsory for candidates from the States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Sikkim.
  • The paper A on Indian Language will not be compulsory for Candidates belonging to Persons with Benchmark Disability (only the Hearing Impairment sub-category), provided that they have been granted such exemption from 2nd or 3rd language courses by the concerned education Board/University. Such candidates must give an undertaking/self-declaration to claim such an exemption to the Commission.

Note:

  • For Santhali language, question paper will be printed in Devanagari script; but candidates will be free to answer either in Devanagari script or in Olchiki.
  • For Manipuri Language, question paper will be printed in Bengali Script; but candidates will be free to answer either in Bengali Script or in Meitei Mayek Script.

How to Prepare for Language Papers

The UPSC clearly explains the components and its expectations from the Language paper as follows:

The aim of the paper is to test the candidates' ability to read and understand serious discursive prose, and to express ideas clearly and correctly, in English and Indian language

The pattern of questions would be broadly as follows: 

English:-

(i) Comprehension of given passages. 

(ii) Precis Writing. 

(iii) Usage and Vocabulary. 

(iv) Short Essays. 

Indian Languages:- 

(i)  Comprehension of given passages.

(ii) Precis Writing. 

(iii) Usage and Vocabulary. 

(iv) Short Essays. 

(v) Translation from English to the Indian Language and vice-versa. 

Note

  • The candidates will have to answer the English and Indian Languages papers in English and the respective Indian language (except where translation is involved). 

Other than this, the UPSC has also provided a MODEL QCAB for ENGLISH LANGUAGE Paper. This QCAB must be referred by the candidate to understand the pages provided for answering the various questions, and the particular instructions that each question has been given. 

Comprehension of Passages

In this question, the UPSC provides a long comprehension based on a particular theme like Environment, Security, Polity or a short story snippet. As UPSC provides in its guidelines, this comprehension is almost similar to the one you would have experienced in matriculation exam for English Language paper. In this question, after reading the passage students are expected to answer the descriptive questions which follow the passage. 

Preparation Strategy: 

  • A useful approach to prepare for this section is regular reading of the editorials and opinion pages of the newspapers.
  •  Furthermore, practicing the Previous Year Questions of UPSC Language English paper can help you to understand the nature of the question that is asked. Writing the answers to the questions will help you to learn how to manage these passage questions.

Precis Writing

Precis writing is the skill of summarizing a long passage into a concise version, using your own words, while retaining the main ideas and important points. In essence, it should be clear, brief, and well-organized.

In the UPSC Language paper, UPSC usually provides a very long(600 and above words) paragraph based on a particular topic from the GS syllabus like pollution, and asks to summarise it in nearly one third of the word limit it mentions. Indicatively, the student has to thus write the Precis in around 200-250 words depending on the word count of the main para(Usually UPSC provides the word count at the end of the paragraph). 

Preparation Strategy: 

The QCAB of UPSC Language Paper provides a grid structure for writing the precis. Each cell of the grid is to be filled with one word. 

  • A useful approach to writing the final precis is by first using the rough sheet to write down a draft and then copy the same into the grid. Be careful not to override or spoil the presentation aspect of the grid. 
  • Using the UPSC Previous Year Questions, you should practice the precis question. You can either do peer reviews for evaluation or use popular AI tools to evaluate the precis.

Usage and Vocabulary

This is a set of questions that test basic grammar knowledge of the aspirant. The examination includes rewriting the sentences(as instructed), supplying a missing word, usage of verbs, antonyms, sentence formation using supplied word and idioms and phrases.

Preparation Strategy:

  • Since the UPSC has already stated that these questions are of matriculation standard, a useful reference book here for the aspirants is Modern English Grammar and Composition by Wren and Martin.
  • Solving the Previous Year Questions for this section is strongly recommended. You can cross check the answers using any popular AI tool like ChatGPT. 

Short Essays

This section is usually the very first question of the language paper. The aspirants are expected to write one essay of around 600 words based on the topic list given. 

Preparation Strategy:

  • The preparation that has been done for the Essay question paper can be replicated here as well. 
  • It is however recommended that in this section as the UPSC clearly states that it has to be a short essay, the aspirant must limit their essay to the suggested word limit. 
  • In these essays, the focus is more on language proficiency and comprehension ability of the aspirant. Thus, while following the model of writing as is used for Essay paper, one must adapt the approach to the demand of the language exam. 

Approach for Indian Languages

The Indian language paper has diverse languages to cover however broadly they also have the same format. 

  • In this paper, it is recommended that the aspirants should try to read a local language newspaper so as to build the vocabulary and reading ability
  • Solving the previous year papers of this Indian language can help you understand the nature of the question asked. 
  • While AI tools can be used to assist your preparation, it is recommended to be cautious of the mistakes it may make in the answers. 
  • Do cross verify the answers from other sources and matriculation level textbooks recommended for these languages by either the State Boards or CBSE/ICSE.
